Illinois Rep. Delia Ramirez unveils bill to abolish ICE and CBP; DHS pushes back

Delia Ramirez “a progressive ‘Squad’ member” who “is advancing” the bill, and said in its analysis that “Abolishing the agencies that remove criminal illegal aliens is not reform” and that voters “should treat this bill as a clear statement of the progressive agenda.” The story now uses neutral wording: the headline reads “Illinois Rep. Delia Ramirez unveils bill to abolish ICE and CBP; DHS pushes back,” and it says Ramirez announced the bill on Sept. 23 and plans to formally introduce it in the coming weeks (“advancing” overstated its status). A DHS spokesperson’s claim of “a more than 1,300% increase in assaults” originally ran without a link to its primary source; it now carries DHS’s own data (275 reported assaults on ICE officers in 2025 vs. 19 in the same period of 2024) and a link to the DHS release. The 2 PM edition summary, which said “a Squad Democrat moves to abolish ICE,” now says “an Illinois Democrat unveils a bill to abolish ICE and CBP.” We apologize for falling short of our standards.
Rep. Delia Ramirez, D-Ill., who represents Illinois’s 3rd Congressional District, announced the Reimagining Safety Act at a news conference in Chicago on Wednesday, Sept. 23. According to her office, the bill would create a Department of Community Safety, dismantle the Department of Homeland Security while preserving CISA, FEMA, TSA and customs functions, abolish Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP), redirect DHS funds to community programs, limit government surveillance and begin establishing a separate civil immigration system. Ramirez said she is seeking cosponsors and plans to formally introduce the bill in the coming weeks, WBBM Newsradio and The Center Square reported. Explaining her reasons, Ramirez said DHS was created with an “over-broad mission and unchecked power” and that “an agency that was established to violate our rights under the pretense of securing our safety cannot be reformed.” DHS Secretary Markwayne Mullin told Fox News Digital on Friday, “Radical leftists are calling to defund the police and abolish DHS. It’s NEVER going to happen,” and a DHS spokesperson said Ramirez “should be thanking our law enforcement for removing these dangerous criminals from her district—NOT vilifying law enforcement,” and that “this type of rhetoric is contributing to a more than 1,300% increase in assaults” against officers. In a January release, DHS said its officials “reported 275 assaults” on ICE officers from Jan. 20 to Dec. 31, 2025, “as compared to the 19 reported assaults during the same period in 2024,” which it called a 1,347% increase. Ramirez told Fox News Digital that DHS would “keep spreading cheap lies and fearmongering.” With Republicans controlling both the House and the Senate, the bill faces a steep path, CBS Chicago reported.
